Rules this project holds itself to, written down because the code cannot state
them. They bind work inside this repository; nothing here is a constraint on a
site that extends the layer.

A rule says what is done; an [architecture decision](/adr) says why it was
chosen over the alternatives, and stays readable after the reasoning has left
everyone's head. The decision log is append-only, which is why it sits apart
from the pages here — those get edited when they change.
